The GSE has a central role in the promotion,encouragement and development of renewable sources in Italy, being the implementing agency of the incentive system of energy produced from renewable sources. The CONTO ENERGIA is the European program of incentives for operating expenses of the production of electricity from solar energy using photovoltaic systems connected to the mains. This incentive scheme was introduced in Italy with the Ministerial Decree of 28 July 2005 and is currently regulated by the Ministerial Decree of May 5, 2011 (Fourth Conto Energia). This Decree was enacted to give continuity to the incentive mechanism of photovoltaic in the Energy Bill, which started with the previous decrees:

3 - First Conto Energia 06/02/2006Il DM DM DM28/07/2005 and 05/05/2011 defines a simplified classification of photovoltaic systems, providing the distinction between tariff only two types of intervention:
The "photovoltaic systems on buildings made",installed in accordance with special positioning methods specified in Annex 2 of the Decree;
"other photovoltaic systems", meaning that all PV systems do not fall in the above type including the track side.
The Decree also provides for the distinction between large systems for which admission to the tariffs through registration with a special register maintained by the GSE and Small Production Facilities.
Photovoltaic systems come into operation from January 2012 Persons whose aders are natural persons, legal persons, public housing units or condominiums or buildings, are entitled to an incentive rate divided according to the values reported in Table:
From the first half of 2013 rates take comprehensive energy value entered in the electrical system. Share of energy consumption and given a premium rate. The new rates are identified in the table below:
